This has nothing do with any court house and everything to do with what state you live in.
Some states do not even have a handicap hunting license.
In most states, being handicap means you have someone else proxy hunt for you.
Please visit your local state fish and game web site and then come back with your state if you have any more questions.
What state are you in? I am in illinois. You used to have to get a doctor's statement that because of your disability you couldn't use a regular bow. Beginning this season you still have to do this if you are under 62. If 62 or over, then all you need is proof of age if the friendly DNR man comes around.
I think that they usually ask if you are handicaped when you get your license
